About This Page

Davies & Associates is a U.S. immigration law firm. We represent clients on L-1 intracompany transfer cases across India, including in Chandigarh, Mohali, and Panchkula. We do not maintain a physical office in Chandigarh. Tricity-based clients work with our wider India team, and consular processing runs through the U.S. Embassy in New Delhi, which holds jurisdiction over Chandigarh, Punjab, Haryana, Himachal Pradesh, Jammu and Kashmir, Ladakh, Rajasthan, Uttarakhand, and Uttar Pradesh.

The Tricity is a meaningful technology and services hub. The Rajiv Gandhi Chandigarh Technology Park anchors an IT cluster that hosts both multinationals and a long tail of mid-size and emerging companies; pharmaceuticals, auto components, and light engineering form the older industrial base. The L-1 fits well with the kinds of businesses operating here.

Who We Help in the Tricity

A meaningful share of our Tricity work is with smaller startups and founders — companies with a handful of employees, often pre-revenue or in their first year of paying customers, that have nonetheless built a real product or service and need to put a senior person in the United States to grow it. The L-1 is well suited to this profile, and there is no minimum company size to qualify.

Recent and typical engagements from the Tricity include:

  • Small software and SaaS startups in Mohali and Chandigarh transferring a founder or co-founder to set up U.S. sales and customer success operations
  • Digital design and creative studios — including, in one case, a designer of online cartoons — expanding into the U.S. market through a new office L-1
  • IT services and product companies in RGCTP and Mohali transferring delivery managers, technical leads, and country heads to U.S. operations
  • Pharmaceutical and life sciences companies sending regulatory or operations heads to manage U.S. interactions
  • Auto component and engineering manufacturers placing senior staff in U.S. distribution or technical sales operations

For founders of very small businesses, the L-1 is sometimes the right tool, and sometimes another category fits better. Designers, engineers, and other individuals with a strong portfolio or track record may also want to consider the O-1 visa. Where the founder is willing to invest capital rather than transfer staff, the EB-5 investor visa or an E-2 route via Grenada or Turkey citizenship may be alternatives. Our overview of U.S. visas for Indian entrepreneurs, business owners, and investors covers the trade-offs.

How We Work With Chandigarh Clients

Because we do not have a Chandigarh office, our work with Tricity clients is conducted by video conference, email, and document exchange. In-person meetings can be arranged in New Delhi or Mumbai when needed. Most Tricity clients prefer this — direct access to U.S.-licensed counsel without the overhead of local office visits.

Consular processing for Chandigarh-based applicants runs through the U.S. Embassy in New Delhi. Our step-by-step L-1 visa processing in Delhi guide covers the seven-step sequence from I-129 approval through visa stamping, including the 2025 changes that ended third-country processing and eliminated the L-1 interview waiver for most applicants.

In the Press

The L-1 visa has been a recurring topic in Indian business press over the past two years, particularly as H-1B costs and scrutiny have risen. Lawyers from Davies & Associates have been quoted on the L-1 alternative in Times of India, Business Standard, The Economic Times, The Indian Express, and Mint, among others.

Selected Press Commentary on L-1 and H-1B Alternatives

“What we are also seeing is that some companies are transferring their employees to countries like Canada or elsewhere outside the US for a short time so that they will qualify for the L-1 visa. This tactic typically applies to professionals in managerial roles who may later transition to the EB-1C visa, which can lead to a green card.”

Sukanya Raman, Country Head — India & GCC, Davies & Associates · Business Standard / Economic Times, June 2025

“The most practical [alternative to H-1B] right now is the L-1 visa, which is meant for intra-company transfers. Unlike the H-1B, the L-1 doesn’t come with an annual quota cap … For Indian professionals, many of whom are employed by IT services and consulting giants with global footprints, the L-1 could be an effective alternative.”

Sukanya Raman, Senior Immigration Attorney, Davies & Associates · Invezz / Investing.com India, September 2025

Mark Davies discusses the many different options open to Indian nationals seeking to work and live in the United States, looking beyond H-1B and EB-5 to L-1 and other routes.

FAQs

Does Davies & Associates have an office in Chandigarh?

No. We do not maintain a physical office in Chandigarh. We advise clients in Chandigarh, Mohali, and Panchkula remotely and coordinate consular processing at the U.S. Embassy in New Delhi. Most of our Tricity clients prefer working with a U.S.-licensed immigration team by video conference and email rather than visiting a local office.

Where does the L-1 visa interview take place for Chandigarh applicants?

The U.S. Embassy in New Delhi has consular jurisdiction over Chandigarh, Punjab, Haryana, Himachal Pradesh, Jammu and Kashmir, Ladakh, Rajasthan, Uttarakhand, and Uttar Pradesh. L-1 applicants from Chandigarh, Mohali, and Panchkula attend their visa interview in New Delhi. For the step-by-step process, see our L-1 visa processing in Delhi guide.

Do you work with small startups or only larger companies?

A meaningful share of our Tricity work is with smaller startups and founders, often pre-revenue or in their first year. There is no minimum company size to qualify for an L-1 visa. The factors that matter are the qualifying corporate relationship, the role of the transferee, and the credibility of the U.S. operation — not headcount or revenue. See our L-1 visa for Indians guide for the full eligibility framework.

How do meetings work if you do not have a Chandigarh office?

By video conference, email, and document exchange. In-person meetings can be arranged in New Delhi or Mumbai when needed. Our team operates across India, the United States, and other jurisdictions, so clients in the Tricity get direct access to U.S.-licensed counsel without local office overhead.

Is the L-1 the right visa for me, or should I consider something else?

The L-1 fits intracompany transfers where there is a qualifying foreign business and a related U.S. entity (or one to be established under the new office route). It is not always the right tool. Individuals with strong portfolios may prefer the O-1 visa; founders willing to invest capital may prefer EB-5 or an E-2 route via Grenada or Turkey. Our overview for Indian entrepreneurs compares the routes.
