The U.S. Embassy in France requires applicants to upload their E visa materials through the usvisaappt.com system when requesting the interview appointment, and the full submission must be compiled into a single PDF file not exceeding 10 MB. The France E visa process page also states that, on average, it takes about 30 days after document submission before the consular section unlocks the appointment request.
The Paris post also uses a structured documentary format for E 2 submissions. Its published instructions call for a detailed legal cover letter and supporting evidence on ownership, investment, business activity, substantiality, marginality, and the applicant’s role. For newer businesses, the Paris instructions require a five year business plan. They also distinguish between investor cases and employee cases for form purposes, with different document expectations depending on the applicant’s role.
These post specific requirements matter in practice. Paris does not treat an E 2 case as a simple visa form filing. The post expects a properly organised legal submission with evidence that the business is already being developed as an operating U.S. enterprise, rather than merely proposed in principle.

USCIS Policy Manual
The USCIS Policy Manual is not the main authority for a Paris consular filing, but it can still be useful as part of the wider E-2 legal framework. It is most relevant where a client may later deal with status issues inside the United States.
E-2 Visa Procedure at the U.S. Embassy in Paris
